The Fire Marshal's Office
The Monmouth County Fire Marshal's Office mission is to be the focal point for the Fire Service in Monmouth County. Functions include the operations of the Fire Marshal's Office and the Fire Academy.
The Fire Marshals act in an advisory capacity to all fire departments within the County. The Office aids in the prevention of fire hazards and initiates programs for public awareness.
It also provides municipal fire departments with assistance necessary to investigate, coordinate, control, or extinguish any fire situation when requested.
The Fire Academy
The Monmouth County Fire Academy is a customer-focused fire and emergency response facility providing superior fire protection and emergency services training to the maximum number of volunteer and career firefighters as well as emergency service personnel.
The Academy instructs firefighters to develop skills necessary to command and control emergency operations involving fire, rescue, hazardous materials and weapons of mass destruction incidents, and imparts skills in fire prevention, inspection and public education.

Cancellation policy for department and company drill ground activities
Departments are required to give at least 24 hours notice for any cancellation of drill ground activities.
On multiple occasions, departments have not shown up for the training block they had requested. They offered no phone calls or reason for such, they simply did not show up. Unfortunately, our staff awaited their arrival and required compensation.
Departments that fail to provide the appropriate cancellation notice of 24 hours will be required to pay the cost of the projected instructor fee.
Each incident will be reviewed on a case-by-case basis by the Fire Marshal.

Training calendar & course schedule
All firefighters participating in any live burn training shall be NJ State Certified FF1.
This New Jersey State Certification class covers Administration, Supervision, Budgeting, Record Keeping, Legal Code Enforcement, Federal/State/Local Laws, Duties of the Fire Official, and Coordination with Construction and Fire Sub Code Official.
Class limited to first 25 students. Books required: current New Jersey Uniform Fire Code Manual and Jones & Bartlett Principles of Fire Prevention 4th Edition.
Weeknights 1900–2300hrs · Saturdays 0800–1600hrs
State Exam included. All classes start at 1900hrs. All sessions must be attended to receive credit. Class limited to the first 40 students.
Required text: Jones and Bartlett Fire Officer Principles and Practices — 4th Edition.
Final Exam: June 4, 2026
Designed for firefighters and fire officers to help them understand the dynamics of a working fire. Topics include: Fire Chemistry · Reading Smoke · Flow Paths · Rollover · Flashover · Black Fire · Water Mapping · Thermal Rebound · Vent Point Ignition · Smoke Explosions · BLEVE.

Origin · Cause · Criminal & Insurance Investigations
What Our Investigators Do
The Monmouth County Fire Marshal's Office provides fire investigation services to all 53 municipalities in the county. Our certified investigators determine the origin and cause of fires using established forensic procedures consistent with NFPA 921 — Guide for Fire and Explosion Investigations.
Investigations may be initiated at the request of local fire chiefs, law enforcement, or based on the severity or suspicious nature of an incident.
When Investigations Are Conducted
- Fires resulting in injury or fatality
- Fires with significant property damage
- Fires of suspicious or undetermined origin
- Arson or suspected criminal activity
- Fires involving commercial or public buildings
- Multi-alarm or large-scale incidents
- Request from a local fire chief or law enforcement agency
- Cases potentially involving insurance fraud
Partner Agencies
Investigators work alongside multiple law enforcement and regulatory partners:
- Monmouth County Prosecutor's Office — for cases involving criminal prosecution
- New Jersey Division of Fire Safety — statewide coordination
- New Jersey State Police Arson/Bomb Unit — major or multi-jurisdictional cases
- ATF (Bureau of Alcohol, Tobacco, Firearms and Explosives) — federal cases
- Local Fire Departments — initial scene preservation and witness coordination
All findings are documented in comprehensive reports that meet legal evidentiary standards and serve as authoritative records for fire safety, insurance, and judicial proceedings.
Simple Precautions That Save Lives
Most home fires are preventable. The Fire Marshal's Office encourages every Monmouth County resident to follow these essential practices to protect their family and property.
Smoke Alarms
Install on every level and in each bedroom. Test monthly, batteries yearly, replace units every 10 years.
Carbon Monoxide
Required by NJ law in homes with fuel-burning appliances or attached garages. Test monthly.
Escape Plan
Practice with family. Know two ways out of every room. Designate an outside meeting place.
Kitchen Safety
Never leave cooking unattended. Keep flammables away from the stove. Cooking fires are the #1 cause of home fires.
Heating Equipment
Keep flammables 3 feet from space heaters, fireplaces, and stoves. Never leave heaters running unattended.
Electrical Safety
Don't overload outlets. Replace damaged cords. Never run cords under rugs or across walkways.
Matches & Lighters
Store out of reach of children. Teach kids that matches and lighters are tools, not toys.
Fire Extinguishers
Have one readily available. Remember PASS: Pull, Aim, Squeeze, Sweep.
NJ State Certified Firefighter Training
The Firefighter 1 & 2 Program is the foundation of a firefighter's career. This NJ State certified course provides the essential knowledge and hands-on skills required to safely and effectively perform as an interior structural firefighter under NFPA 1001 standards.

Eligibility & Sponsorship
- Must be a member of a recognized Monmouth County fire department or company, sponsored by the Fire Chief.
- Minimum age of 18 years to participate in live fire training (must be 18 by the live burn date).
- Members aged 16–17 may take the classroom portion under Junior Firefighter provisions but cannot participate in live fire evolutions.
Medical Clearance
- A completed Medical Evaluation Form signed by a licensed physician is required prior to participation.
- Students must be physically able to perform firefighting tasks while wearing full PPE and SCBA.
Attendance
- 100% attendance is mandatory. The curriculum is cumulative and skills build session to session.
- Missed practical sessions cannot be made up and may result in removal from the program.
Required Equipment
- Full structural firefighting PPE (helmet, coat, pants, boots, gloves, hood).
- SCBA with a spare cylinder.
- Notebook and writing materials for classroom sessions.
Certification & Examination
- Students must pass both the written state exam and the practical skills evaluation.
- Successful completion results in NJ Division of Fire Safety Firefighter 1 & 2 certification.

Building Tomorrow's Firefighters · Ages 16–18
About the Program
The Junior Firefighter Program introduces young people ages 16 to 18 to the fire service. Participants learn the fundamentals of firefighting in a safe, structured, and supervised environment while developing leadership, teamwork, and community service skills.
Junior firefighters may participate in classroom training and non-hazardous activities. Per state regulations, junior members may not participate in interior firefighting or live fire evolutions until they reach age 18 and complete required certifications.
